The speed of vCPU is tied to the speed (or gHZ frequency) of the underpinning phyiscal cores in the CPU -- the public cloud provider may or may not disclose the exact working frequencies of their CPU cores, but most modern CPUs are working above 2 Giga-HZ, if this is what you are looking for.
